Their motives at least in the US are unimportant. What's important is that you are scared and remain scared. Be scared of terrorists,  be afraid that some guy might blow himself up on the bus, be scared shitless that your neighbor might shoot you or worse yet,  take a leak in your backyard and he might even walk on your grass without your written approval. 
People have become so immersed in fear that it's almost a miracle that anyone ever actually goes anywhere such as to work or to the grocery store.  I suggest hiding under your bed 24/7 and keep your TV tuned in to Fox news for the latest updates on what shit you should be afraid of.
If you're not scared shitless all day every day then by god you're not doing it right.

Having emotions is part of the fun of being human.  So we need this stimulation, this fear.  But like water, we only need so much.  We don't need to be an australopithecine being chased on the savannah by a cheetah!  Unfortunately excessive fear, leads to hatred, which leads to violence.  And this applies to the elite.  The commons are a threat to the elite ... so the elite must always conspire, in their paranoia, to get rid of us.  No American slaveholder slept well at night, knowing that their house slave might cut their throat while they sleep.  And this same dynamic occurs in the Star Wars films.  The heroes are the ones who while realistic, can deal with their fear, by facing it and overcoming it.  So is the problem fear, or lack of courage?

Note that Pape is not offering solutions, just data, which will always be interpreted subjectively.  He's not saying military occupation is the only cause of terrorism.  Nor is he saying Islam has nothing to do with terrorism.  It would be irresponsible for him to do that.  Where Pape leaves a vacuum, others jump in to fill it.  Apparently, mankind hates a vacuum.

Let's take the majority of Muslim countries and see how they become Muslim countries in the first place. Tourism? No.

Modern Pakistan was created by religious differences ... as was India and Bangladesh.

Indonesia accepted Islam peacefully ... but this wasn't always the case.  Many Indians but not all, accepted Islam as a way out of the caste system.

So ... it depends.

But overall in the last 500 years, Europeans take the cake for killing, with the exception of the Japanese.  If you want to keep stats back to the Stone Age ... we need to not let Indo-Europeans migrate to Europe or India ... Scythian trash.
