The Torah as we have it today, came together in the time of King Josiah, not Moses.  This was shortly before the Babylonian Exile.  Then this was reinforced by Ezra, after the first Zionist movement brought Jews back to the Holy Land from Babylon.  So basically, these were hardly a factor prior to 500 BCE.  In the time from 500 BCE to 100 BCE ... the Torah laws were primarily applied to the priesthood, not to the average Jew.  The Pharisee movement was a lay movement, of lay Jews who wanted to observe the priestly commandments.  This movement was initially opposed by the priesthood, the Sadducees ... and there was continued tension, until the Temple was destroyed by the Romans, thereby eliminating a major bone of contention between the two main factions of "ultra orthodox Jewry".  This was not an issue for Jews living in Babylon or the rest of the Diaspora.  Out of the Judeo-Roman wars, you have two factions evolve ... the Gentile Christians and the Rabbinic Jews.  The mission of Rabbinic Judaism was to extend the rule of Torah law to all Jews everywhere, and eventually they were successful.  So when you ask ... Decalogue vs Israeli law ... you have to specify the time period.
