Who could possibly want a law named for them?

Back when I was a chief pilot for a living I used to tell the new hires that my job was to make sure none of them ended up with an airport access road named after them. Of course there a no little girls that dream of becoming a victim and having a law named after them. What you're missing is that much like funerals, honoring the names of the fallen is ALL about those left behind, not those who have passed and are being honored.

Well said. I expect the parents are helped emotionally knowing that a law that came into being because of their dead daughter is saving others, is a huge comfort.
