I believe 'promote the general welfare' is in the constitution. 

Single payer and other taxpayer savings seem to me to be the constitutional thing to do.

"Promoting the general welfare" doesn't have to be socialism.  Unless car insurance, life insurance, health insurance, etc are also.  Because those are technically "commercial socialism".
