Benevolent and wise enough delegate to equally benevolent servants.
(S)he might be the smartest dictator ever, but (s)he's not going to be able to handle the economy, education, infrastructure, migration, law, ... By his or her lonesome.
Yeah, I agree.  But the trait of being able to competently delegate responsibility is a large part of the makeup of a benevolent ruler.  Look at US Grant.  Just using what he did in office to judge him, he comes out in the middle of the pack of presidents and on the positive side.  But consider his ability to competently delegate responsibility and he is a complete failure.  So, his presidency is usually judged as one of the worst.

Is God willing to prevent evil, but not able?
Then he is not omnipotent,
Is he able but not willing?
Then whence cometh evil?
Is he neither able or willing?
Then why call him god?

Grant had set a bad precedent.  General Sherman was a good pick, but he was insane.  Grant picked him while drunk.  That is probably the technique that was carried over to the WH years.  Not every insane pyromaniac is a good pick.

Back in the day, the lugal (Sumerian) or sarrum (Babylonian) person couldn't read or write.  Cuneiform is hard!  And the operation of the theocratic city state depends on it.  So fortunately scribes were available ...

""California Should Be Embarrassed" - State Passes Law Banning Trump From Ballot Unless Tax Returns Released" ... exactly, unconstitutional.  I am in favor of cancelling 2020 Presidential Election, leaving Trump President-for-Life ... until the Democrats grow up (which will never happen).

Reconstruction ended under the corrupt President Grant administration.  Time to restart that worthy crusade, and put every Democrat-led jurisdiction or state under Federal troop occupation.
