X billions available per year.  If a fixed percentage of the price of consumer goods is worker wages, then for a fixed amount of money, fewer items will be bought, as per unit prices go up, due to mandated wage controls or other inflators.  If prices going up is to be avoided (due to say competition), then the total number of hours has to be reduced, enabled by always increasing productivity.  Hence fewer workers or fewer hours needed.  Easier to reduce hours than to lay off workers.
