I recall reading a short story once.  Forget the author, but someone will know (and correct my errors of memory).  A galactic manager of upcoming species.  It was reported to him that the Terrans had successfully achieved fission power.  He gladly wrote in his book that a new species was emerging.  When he casually asked which spot of the far side of their large moon they had used, he was told that they had actually done it on their own planet as an act of war.

Shocked and saddened, he crossed our name off his list.

Just a thought you started in my memory...
