This 'gipsy cops' thing seems to be something like pedophile priests getting assigned around different places.

Careerism ... and starting from the bottom (often a former soldier with PTSD).  First you are an unpaid volunteer cop/fireman in a village.  After you successfully terrorize the locals, you move on up to terrorize a small town ... and so on, until you are a total threat to NYC or Los Angeles (not the Elite of course, just the vast majority of citizens).  Most police positions (other than DHS or FBI) are local hires ... we are not as centralized as other countries.  In the DHS or FBI it might be possible to be reassigned to cover up incompetence for the obvious reason to CYA higher ups).  Capitalism and bureaucracy are a wonderful combination.
