Though the intentions are good, the approach is wrong - it's as if people don't know how to make babies. What is needed is incentives for couples to have children. In countries where this works is to give family allowance that grows with the number of children. For instance, you get x-dollars for the first, 2x for the second, 3x for the third. So if a couple wants 3 children, they will get 6 times than if they want one child.
