Format: A basic term, or vague idea, followed by quantification by measurable factors.
If we were designing a software system, it would look like this:

High literacy
Add - species that's fairly non-combative and fairly cooperative - like cows. Humans just don't work too well in society.
Define cooperation. Everybody has a different definition of cooperation.
If I were to make a society where all the members agreed it was the ideal society, I would probably get really lonely after a while.
