No one really knows. British propaganda for years was that Napoleon did it but anything the limeys say about him is suspect. In any event, there are sketches of the Sphinx from the 1730's or so which show the nose missing and that was well before Napoleon. There's another tale about some nutty muslim getting pissed off in the 14th century because peasants were making offerings to the Sphinx.
